Our Story

Built on integrity, sustained by discipline.

PARMAN was created and merged with ERECSA on 10 March 1979 by the late Col. Juanito N. Ferrer — a retired colonel, World War II veteran, and civil engineer trained at Oklahoma University. What began as a vehicle for non-construction labour quickly became a specialist supplier of engineering, construction, and operations manpower for the Middle East construction boom.

Under chairman and president Joel Ferrer — who joined the company in 1982 as VP for Finance — PARMAN expanded into new territories while holding firm to the values that built its reputation: professionalism, honesty, and integrity in every relationship with principals and workers alike.

To date, we have deployed over 30,000 Filipino workers to principals across the Middle East, Africa, the Pacific, Europe, and the Americas. We have upheld our philosophy of not charging placement fees to workers — a founding principle that keeps our talent on the job, free from financial burden.

    PARMAN Incorporated is founded on 10 March, merging with ERECSA to supply Filipino manpower to the Middle East.

    Awarded by the Central Bank of the Philippines as one of the country's Top Dollar Earners.

  3. 1986

    Joel Ferrer promoted to Executive Vice President; PARMAN expands into new territories.

  4. 1999

    Feted by the Philippine Overseas Employment Administration as Top Performer in category.

    Continuous DMW licensing renewed under POEA-099-LB-090722-R.

Retired colonel, World War II veteran, and civil engineer trained at Oklahoma University. Founded PARMAN in 1979 to provide Filipino manpower to the Middle East construction boom, later serving as Secretary of the Department of Public Works and Highways.

A.B. Economics (Ateneo), MBA in Finance and Marketing (AIM). Formerly with Bank of America Manila and Summa International Bank. Joined PARMAN in 1982 as VP Finance and has led the company through decades of international expansion.
